Preparation of accredited Environmental Impact Assessment (EIA) studies for industrial, infrastructure, petroleum, and tourism projects complying with EEAA regulations.

Concept & Framework of Environmental Impact Assessment (EIA)

Environmental Impact Assessment (EIA) is a systematic scientific and regulatory procedure designed to predict, evaluate, and mitigate the potential environmental and socio-economic impacts of proposed industrial, developmental, and infrastructure projects prior to construction or commissioning. It establishes robust Environmental Management and Monitoring Plans (EMP) to prevent ecological degradation while optimizing project benefits.

Strategic Objectives of EIA Studies:

  • Preserving natural ecosystems, biodiversity, and water resources from pollution and depletion.
  • Ensuring full compliance with Egyptian Environmental Law No. 4/1994 and its Executive Regulations.
  • Formulating an enforceable Environmental Management and Monitoring Plan (EMP) covering construction and operational phases.
  • Securing official Environmental Approval from the Egyptian Environmental Affairs Agency (EEAA) as a mandatory prerequisite for operational licensing.

Environmental Classification of Projects in Egypt:

Environmental CategoryProject Nature & ScopeStudy Requirements List (A) - Category 1Projects with minimal environmental impacts (small workshops, non-hazardous warehouses)Simplified Environmental Assessment Form (A) List (B) - Category 2Projects with potential, localized environmental impacts (medium manufacturing, livestock farms)Environmental Assessment Form (B) or Scoped EIA Study List (C) - Category 3Major projects with significant environmental impacts (petrochemical complexes, cement, ports, power plants)Comprehensive Full EIA Study with Mandatory Public Consultation Hearing

Study Methodology Followed by CHMESR:

  1. Site Investigation & Baseline Survey: Assessing baseline environmental parameters (air quality, noise, soil, groundwater, biodiversity, and socio-economic demographics).
  2. Impact Identification & Quantitative Assessment: Quantifying emissions, noise dispersion, industrial effluent, and hazardous waste streams.
  3. Mathematical Dispersion Modeling: Utilizing EPA-approved AERMOD and CALPUFF dispersion software to simulate chimney smoke and gaseous plume dispersion.
  4. Environmental Management Plan (EMP): Defining mitigation measures, permissible limit thresholds, and periodic self-monitoring schedules.
  5. Public Consultation Sessions: Organizing and facilitating stakeholder engagement and public hearing sessions for Category (C) mega-projects.
  6. Regulatory Follow-up with EEAA: Technical defense and liaison with EEAA technical review committees until official approval issuance.
